I have the honour to inform you that my Governcent is
ready to enter into negotiation with the Government of
Hongkong regarding the Canton-Hongkong strike.
My Government is prepared to appoint three Delegates
with plenipotentiary powers; and it believes that the
Government of Hongkong will deem it advisable also to
appoint the same number of Delegates with like powers to
conduct the negotiations on its behalf.
